CONDITIONS ONE. The International Band Competition will be
held on 5 and 6 July, at the Palau de Section

One: Friday 11 July 2008 Honour
Section: Saturday 12 July 2008 The
Organizing Committee, together with the collaboration of the institutions that
make up the committee, is the organ of management, administration, and
co-ordination in every aspect of the Competition. This Organizing Committee
might require the assistance of a Technical Committee and will be aided by a
Control Commission, which is established in these conditions. TWO. All bands taking part in the Competition will
be divided into sections according to condition number four. In order to
make up the sections, there must be at least two bands taking part in each
section. The mere enrolment of a band does not imply definite participation.
Should there be only one band enrolled in a section within the stipulated
enrolment period, this band will be invited to participate either in the
preceding section or in the subsequent one. If there is only one band left in a
section due to the withdrawal of the other bands, this section will be
cancelled for competition purposes, although the remaining band will be offered
the possibility to participate as a guest band or to withdraw without any
penalization. THIRD. The number of Spanish and foreign amateur
bands that may participate is as follows: Honour
Section: 5 bands maximum Section
One: 6 bands maximum Section
Two: 8 bands maximum Section
Three: 8 bands maximum Foreign
bands are entitled to two places in sections Three, Two and One, and one place
in the Honour Section. Spanish bands from outside the Autonomous Region of
Valencia are entitled to two places in sections Three and Two, and one place in
both Section One and the Honour Section. Places not filled by foreign and Spanish
bands will be filled by bands from the Autonomous Region of Valencia. Bands
belonging to Conservatoires and professional FOUR. The number of musicians within each band
should be as follows: Honour Section: Between 111 and 150 musicians (including 5
guest interpreters) allowing up to 16 bowed-string instrumentalists. Section One: Between 81 and 110 musicians (including 5
guest interpreters) allowing up to 12 bowed-string instrumentalists. Section Two: Between 51 and 80 musicians (including 5 guest
interpreters) allowing up to 8 bowed-string instrumentalists. Section Three: Between 40 and 50 musicians (including 5 guest
interpreters) allowing up to 6 bowed-string instrumentalists Musicians
are not allowed to play in two bands that belong to the same section. FIVE. The order of performance will be decided by
public draw. Before the actual competition, each band competing in Sections
Three and Two at the Concert Hall will play a paso doble (a maximum of four
minutes in length), while at the bullring, bands competing in Section One and
the Honour Section will take part in the opening parade. Then, as part of the
competition, each band must perform a compulsory piece, which is proposed by the
Organizing Committee, in addition to a free-choice piece. Bands must first
perform the compulsory piece and then the free-choice piece. The City Council
does not assume responsibility for any legal matter on account of the use made
by the participating bands of the free-choice pieces. The length
of the free-choice piece should be as follows: Honour
Section: Between 18 and 27 minutes Section
One: Between 14 and 22 minutes Section
Two: Between 11 and 18 minutes Section
Three: Between 9 and 15 minutes If the
total length of the performances mentioned in the previous point exceeds or
falls short of the total time permitted, the band will be penalised by the
Organizing Committee, and four points per minute/fraction will be deducted from
the number of points awarded by the jury. SIX. The stage and installations to be used during
the Competition will be exactly the same for all bands participating in the
same section. The installation will be the sole responsibility of the
Organizing Committee, and no changes can be made without the Committee’s
authorisation. SEVEN. The jury will be composed of five people
belonging to the world of music, three from The
Federación de Sociedades Musicales de Once
chosen, the Federation of Musical Societies in the Autonomous Region of
Valencia will present the list of candidates to the Organization of the
competition. The
Organization of the competition will draw up a list of candidates for the jury
through a public draw and before a notary. In order of precedence and in
numerical order, the organizers will make up the jury of the competition by
taking the candidates from the list. Should a
candidate on the list be related to any of the bands participating in the
competition, either by birth or circumstances, motives or interest, he/she will
be eliminated from the jury at the suggestion of the Federation of Musical
Societies. After that, the following candidate on the list of jurors will be
included in the jury, and so on. The two
foreign jurors will be appointed by the Organizing Committee from among
musicians of great prestige, put forward by the Valencian Institute of Music of
the regional government. EIGHT. Bands participating in the competition will be
given an amount of money by Valencia City Council and the Valencia Autonomous
Administration as follows: Honour
Section: 6.000 € Section
One: 4.500 € Section
Two: 4.000 € Section
Three: 3.500 € The
Organizing Committee will also establish regulations for the period of
accommodation, which will be charged to the Organization, and which corresponds
to the bands in relation to the distance from their place of origin. NINE. Within each section, bands with the highest
number of points will be awarded an amount of money as the first, second and
third prize, and remaining bands will receive a certificate for participating
in the event. Each member
of the jury, in their own name, will give a personal score from 0 to 10 points,
allowing half points to every participating band for each of the following
aspects tuning, sonority, interpretation, and technique, both in the compulsory
piece and the free-choice piece. The total
score will result from the addition of all single scores for each of the pieces
performed, and it will determine the corresponding prizes. If the jury
awards one of the prizes “ex aequo”, the prize will be shared amongst the
winning bands. TEN. The prize for the best Valencian band (Premio
a ELEVEN. The jury’s decision will be made known in the
presence of a notary appointed to that effect, when all the bands in each
section have finished their performances, and will be ratified by the Local
Governing Body through a resolution outlining the reasons for the decision.
This agreement may be appealed against according to what is established in the
regulations that govern the administrative procedure. TWELVE. The Spanish Electricity Company IBERDROLA will
present the following prizes to the bands awarded the First Prize: Honour

City Council will also present the following prizes to the bands awarded the

remunerations are subject to legal tax deductions. THIRTEEN. The enrolment stage will be from 14 to 25 January
2008 (inclusive). An official
application must be addressed to the mayoress of Valencia, and presented at the
Town Hall General Register Office or at any of the registers or offices
provided in article no. 38 of the Law 30//92 of November 26, modified by the
Law 4/1999 (R.J.A.P. and P.A.C.). Nevertheless,
applications can be made directly to the Servicio de Fiestas y Cultura Popular
(Department of Festivities and Popular Culture) during the enrolment period,
from 8’00 to 15’00 hours, Monday to Friday. Pre-applications can also be made
using the “on-line” form on the web page www.cibm-valencia.com. Confirmation of
applications made in this way must be made following the instructions outlined
below. Applications
that are presented at post offices, at any of the above-mentioned registers or
by internet, must be immediately confirmed to the Servicio de Fiestas y Cultura
Popular by fax, at the fax number given in these conditions, in order to avoid
any inconveniences that may be caused by a delay in receiving the application. In the
enrolment application forms, along with the contents established in article no.
70 of the above-mentioned Law 30/1992, bands should specify the chosen section,
the title of the free-choice piece, the author and, where appropriate, the
transcriber. During the
enrolment stage, information on the compulsory piece to be performed in each
section will be available to all bands at the Fonoteca Municipal (Municipal
Record Library), as well as further information about the Competition. FOURTEEN. If the number of bands presenting an enrolment
application exceeds the number established in these conditions, the
participating bands will be chosen by draw at the After that,
the order of performance will be decided by draw and the compulsory-piece
scores will be handed out. Once chosen
after the draw, any band that does not participate in the competition without a
serious justifiable reason accepted by the Organizing Committee, will be banned
from taking part in the Competition for the following three years. Bands
excluded by draw from the Competition may participate in the event the
following year, by reserving a place in the corresponding section. Should more
than one band be excluded from the same section, this place will be granted by
draw amongst these bands. FIFTEEN. The Committee will adopt appropriate measures
to provide information, and send and receive the equipment of both Spanish and
foreign bands taking part in the Competition. Participating
bands should send to the Servicio de Fiestas y Cultura Popular del Ayuntamiento
de Valencia (Department of Festivities and Popular Culture of the City Council
of Valencia), a photograph of the band and background information, in addition
to a biography of the conductor, and five originals of the free-choice score,
indicating its length and the title of the paso doble to be played.
Participating bands should also send the standardized form “creditor details”
(47-119), filled in correctly, along with a photocopy of the band’s tax code
(or equivalent documentation in the case of foreign bands), indicating the
paying-in account to which the band’s share and, where appropriate, the prize
obtained is to be transferred. Bands have
until 4 April 2008 to present all these documents. Once printing of the
programmes is underway, no further documents will be admitted, and the band in
question will be responsible for any information that is not published. SIXTEEN. Control of the members of the participating bands
has been established as follows: 1. The
Committee will set up a Control Commission composed of members appointed by the
Federación de Sociedades Musicales de The Control
Commission will be the body in charge of the control and supervision of the
composition of the participating bands. For this purpose, the Control
Commission will be empowered to adopt all necessary measures in order to
develop the task of investigation, supervision, and control, and to request and
obtain any necessary documents from the participating bands. The Control
Commission may present the Organizing Committee with any suitable proposal,
including those referring to the cancellation of the provisional enrolment of a
band, and those preventing a band from performing, as well as disqualifying it
before the final decision is made. 2. Each
band must perform with its own musicians and cannot make up its numbers with
musicians from other musical groups, other than the guest musicians permitted
in these conditions. The basic rule for a musician to be a member of a band is
that he/she actually belongs to it. This basic rule will be interpreted
according to the Band Member Rules of the Federación de Sociedades Musicales de
In order to
prove the actual membership of a musician, the following measures will be
taken: 2.1. Bands
that form part of the Federación de Sociedades Musicales de 2.2. Bands
that do not belong to the Autonomous Region of Valencia, but form part of the
federation, must present a certificate at the headquarters of the Federación de
Sociedades Musicales de Should a
band not form part of the federation, it must present at the aforementioned
place and before the aforementioned date, a certified list of the musicians
(indicating the name and I.D. card/passport number), issued by the band’s
secretary along with the president’s approval, which shows the musician’s
actual membership in the band, in addition to his/her place and date of birth
and current address. Musicians
who change Musical Society will not be allowed to take part in events as part
of the new group until one calendar year has passed between their last
performance in an event with the previous band and the following calendar year. 2.3.
Foreign bands must send a list of the musicians that make up the band
(indicating the name, place of birth, passport number and instrument of each
member), before 30 April 2007 to the aforementioned Federación de Sociedades
Musicales de 3. All
bands should arrive in Bands that
are not in the place of performance at the right time will be automatically
eliminated from the competition. SEVENTEEN. The Organizing Committee will take all
necessary steps to ensure that the Competition takes place according to the
rules, reserving the right to modify the dates and/or venues stated in these
conditions due to problems concerning security, traffic or other events being
held in the city. Should a performance have to be postponed or interrupted
(with justifiable reason only), the Committee will arrange for a performance at
a later date. Bands,
whose members disturb the proceedings of the Competition or who do not accept
the decisions made by the Organizing Committee, once they have been proved
responsible, may be penalized by the Organizing Committee in the form of being
banned from taking part in the Competition for a period of five to ten years. In the case
of the President’s absence or illness, he will appoint the person who is to
take over his organization responsibilities. Enrolment
in the Competition implies the complete acceptance of these conditions. All
decisions made by the Organizing Committee in the execution and development of
the present conditions, along with all questions that are not provided for in
these conditions, will be resolved irrevocably by the Organizing Committee. The
headquarters of the Organizing Committee will be the Delegation of Festivities
and Popular Culture of Valencia City Council. Once the
performances in each Section have come to an end, all participating bands may
consult the results and details of the personal scores made by each juror on
the web page www.cibm-valencia.com. |
